What is the Healthy Washington – Roadmap to Recovery Plan?
Healthy Washington – Roadmap to Recovery is a new phased COVID-19 recovery plan which started on January 11, 2021. This new plan follows a regional recovery approach rather than county based.
The State of Washington will begin the plan with only two phases while it continues to assess the evolving pandemic. Additional phases may be added in the future as the impact of continued vaccine distribution and other changes in COVID-19 response require.
All regions will start in Phase 1. A region’s phase will be determined by the Department of Health (DOH) in response to four metric requirements. Regions must meet all four metrics to go forward from Phase 1 to Phase 2:

Healthy Washington replaces the phased reopening guidance which was established under the 4 phases of the “Safe Start” plan. Workplace safety and coronavirus prevention recommendations and requirements established by WaDOH, OSHA and L&I are still in effect.
